
On 1st September 2022 during the “Major” Press Conference held at the Sir Dawda Kairaba Jawara International Conference Center on the Banjul Rehabilitation Project, the Government Spokesperson distributed a “Summary Progress Report” on the project. The briefing note reveals that over D1.44 Billion has been paid to the Contractor “Hadim Gai”. In January 2022 alone over US$3.86 million was paid to the Contractor. Below is the progress report as received.
BANJUL REHABILITATION PROJECT -PROGRESS REPORT- (SUMMARY)
Contractor started clearing sites on 25th March 2019 and kick off meeting took place in June 2019. The project is expected to be completed by 30th May 2023. The extended contact period is 48 months.
SEWAGE WORKS
The rehabilitation of the sewerage network would include a complete overhaul of the lifting station at the Brikama Car Park in Banjul and the pumping station located at Box Bar Road.
Works include:
- Unlocking of all blocked PVC underground pipes;
- Replacement of stop valves inside and outside of manholes;
- Construction of chambers to trap solid waste from toilets;
- Replacing all broken manhole covers inside compounds;
- Providing new outlet polythene pipe from the main pumping station at Box Bar to pumping house at Bund Road.
ROADWORKS
The total road to be constructed in Banjul is about 14,614km with an average width of 8 metres and a combined total area of 116,912m2. The road constructions would include sidewalk for pedestrian safety. At least 25 roads have been successfully completed.
Progress is being made in sections around Parliament Road, Telegraph Road, Lands Office Road, Wellington Street and McCarthy Square/ The Quadrangle.
DRAINAGE WORKS
All open or covered drains including collector drains and outfalls in Banjul are to be rehabilitated
In August 2022, the contractor installed 2 new 75KVA pumps at the Bond Road pump house with a capacity of 2,000,000 litres per hour. Also, NAWEC has upgraded the electricity transformer at the Bond Road pump house from 100 KVA to 250 KVA for the smooth operations of the new pumps.
Drains along the Picton Street, Lehman Street, Wellesley Street, Anglesea Street, Allen Street, Lower Hill Street and 35 other roads in BanJul are among the repaired and covered ones.
FINANCIAL REPORT
The initial financial arrangement of the project was such that the contractor would pre-finance the works and then be paid for completed works on an annual basis according to [a] defined schedule of payments. There is no provision for contractual advance payment to the contractors.
However, the arrangement was modified to allow the contactor to make payment c aims interim basis. In this regards, the following Interim Payment Claims (IPC) have so far been submitted by the contractor:
- 8th January 2020 – US$ 7,979,637.75,
- 26th August 2020 – US$ 6,402,449.33,
- 8th March 2021 – US$ 5, 981,016.24,
- 31st May 2021- US$ 2,026,194.78, and
- 25th January 2022 – US$ 3,863,517.53.
- TOTAL: US$ 26,252,815.60 (about 1,445,845,229.89 Gambian Dalasis)
